Indonesia to Impose Level 3 Restrictions of Public Activities in Some Areas

JAKARTA, KOMPAS.com – The Indonesian government announced on Monday that some agglomeration areas such as Bali, Yogyakarta, Greater Jakarta, and Greater Bandung in West Java are now under the moderate risk level of the Covid-19 alert system.

This status, known also as the Covid-19 level 3 restrictions on public activities (PPKM), will be implemented in a week, prompting some adjustments in the public activities.

“(The increase in the coronavirus alert level from level 1 to level 3) was done not because of the high number of Covid-19 cases but the contact-tracing coverage is low,” Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan told a press conference on Monday, Feb. 7.

Luhut said the implementation of alert level 3 in Bali was due to an increase in hospitalization. Complete information regarding the PPKM will follow the Minister of Home Affairs Instruction (Inmendagri), which will be issued today.

“The policy of the PPKM will be based on the hospital admission as it is previously done during last week’s assessment,” Luhut added.

The Covid-19 level 3 restrictions will cause stricter policy on the activities of unvaccinated elderly with comorbidities.

Luhut said that export-oriented and domestic industries are allowed to operate at 100 percent capacity if they have obtained operational and mobility permits (IOMKI) for companies, 75 percent of the workers have received a two-dose primary vaccination series, and use the Covid-19 contact-tracing app PeduliLindungi.

“Never left behind the Covid-19 contact-tracing app PeduliLindungi,” said Luhut, who is also the coordinator of the Covid-19 restrictions in Java-Bali.

He said that grocery stores and markets in areas that are affected by the Covid-19 level 3 restrictions are now allowed to operate at 60 percent capacity with opening hours until 9 pm and 8 pm, respectively. Meanwhile, malls can also operate at 60 percent capacity until 9 pm.

“Children’s playgrounds and entertainment centers can operate at a maximum of 35 percent capacity and visitors are required to provide proof of Covid-19 vaccination status for children under 12 years old,” said Luhut.

Food stalls, eateries, and cafes are allowed to operate at 60 percent capacity until 9 pm.
Places of worship are allowed to go to 50 percent capacity. Public facilities and cultural events can operate at 25 percent capacity.
